There is no button for Hillstart Assist Control (HAC). It's on all the time. The button to the left of the Downhill Brake Control (DBC) button would be for the 4WD Lock if you had an AWD Tucson. It's blank because you only have a FWD model.

What I'm wondering is if anyone knows if the Hill Start Assist could have caused some movement in the brakes or to loosen them? When pulling away while the Hill Start Assist is engaged, you do have to accelerate out of the brakes, if that makes sense. It doesn't just release the second you start engaging the gas and releasing the clutch.
If I tap the brake pedal a time or two it releases the "lock" and it is generally fine the rest of the day. Occasionally, when I leave work later in the day, it will stick again.
